THE MEETING OF COUNTESTHORPE PARISH COUNCIL WAS HELD IN THE VILLAGE HALL, STATION ROAD COUNTESTHORPE ON THURSDAY 10th DECEMBER 2015 AT 7.30 PM WHEN THERE WERE PRESENT:

CO-OPTION OF COUNCILLOR
There were two people present who wished to
be considered for co-option. It was resolved to conduct a secret ballot: Mr J Thacker was elected, the Chairman used his casting vote.
REPORTS DISTRICT COUNCILLORS AND PARISH COUNCILLORS
Cty/Dst Cllr D Jennings advised that the large demolition company operating at Westdale Farm, Bambury Lane, Peatling Magna has been given planning permission on appeal. He also advised that LCC Highways will reinstate the original parking arrangements at The Bank if the Parish Council request it. This matter will be on next month’s agenda.
Dst Cllr D Findlay advised that a BDC working party are meeting regarding the car park
consultation. He also advised that the appeal for Planning Application 15/0575/OUT - Land to Rear of 33 Willoughby Road has been upgraded to an Informal Hearing. He informed the meeting that the Local Plan (Delivery) Development Plan will go to consultation by the middle 2016 and then to the Planning Inspector by the end of 2016 or early 2017.
Dst Cllr A Clifford spoke regarding pedestrian access from the Redrow Homes Development.
Cllr M Upton said the DPD is an important document adopted 2013 and it involved public consultation around areas of development and is referenced as a document that will aid where development will take place.
Report and to approve the recommendations from The Estates working party
Chapel - the windows have been installed.
Grass Maintenance - It was recommended to explore various options.
Map Noticeboard - It was recommended to investigate purchasing a computer programme to enable a village map to be produced, which can be updated as required.
Willoughby Road Playing Field – an email has been received from Countesthorpe Athletic FC advising that they will fix a new frame to the
door of the changing facilities to satisfy the league, but will not be renovating the hut as they are still unsure of the future of the team. It was recommended to follow the decision previously resolved to give the club notice to quit at the end of the 2015/16 season if the annual rent is not received by the end of January.

Bus Shelter - It was recommended to write to LCC Highways, with a copy to Cty Cllr D Jennings, chasing the installation of a wooden bus shelter on Leicester Road by Redrow Homes.
Grass Verge - A resident has placed block paving on the grass verge on Rosebank Road. The Parish Council brought this matter to the attention of LCC Highways last year and an unauthorised
VA notice was served on the property, however the block paving is still in situ and no further action has been taken as LCC consider it safe. It was recommended to write to the Director of Highways, LCC regarding the matter.
Hanging Baskets - Plantscape has forwarded a quotation to provide and maintain the hanging baskets for £5,725 pa, on a three year contract.
It was recommended to accept the quotation and to request six more hanging baskets, subject to budgetary provision to be reviewed by the Finance & Human Resources Working Party. Four of the additional baskets will be placed on lamp posts along Leicester Road; the lamp posts will need
to be checked by LCC Highways and permission obtained. It was recommended for this year’s hanging baskets to be bright and cheerful. Correspondence - The Leicestershire Lieutenancy Office expressed their sincere gratitude to the Parish Council for their support of their Light up Your Building in Red campaign.
Tools and machinery - It was recommended to virement £1,600 to the Machinery and Tools budgetary provision in 2015/16, subject to review by the Finance & Human Resources Working Party.
Matters arising for information purpose - It was recommended to write to Glebe Garden Centre expressing disappointment for the Christmas tree they supplied. Permission to site a dog bin on Linden Farm Drive has been given by LCC Highways. It was recommended to ask Cty Cllr D Jennings to investigate why Highways are not responding to emails.
It was resolved to approve the recommendations of the working party.
LIBRARY WORKING PARTY
It was recommended for members of the working party to visit Glen Parva library, to view their library and café. This was resolved.
