PEDESTRIANS
Officers have now had an opportunity to review the camera footage at this location. We surveyed the am and pm peak school hours for 4 days (Monday – Thursday) week commencing 25 January. The highest recorded pedestrian movements were on Wednesday 27th as follows:
am: 6 straight (route A), 18 diagonal (B) pm: 3 straight (route A), 13 diagonal ( B) The findings confirm that pedestrians are

crossing on the diagonal but that there are low numbers using this crossing point. As you will be aware Redrow have fulfilled all of their obligations on this site and there is no opportunity to go back to them (they have already provided a £85,000 contribution in lieu of works to deliver a safety scheme at the Hospital Lane junction).
Whilst it would be possible to construct a narrow footway link that continues round into Ladbroke Grove this would not be a priority for County Council funding given the low pedestrian numbers and also given that the desire line will continue to be the shortest route (diagonal crossing), and as such would be very unlikely to change pedestrian behaviour at this location. You will also be aware from consideration of the Councils budget that our policy is currently to maintain the County Council’s highway network and consider essential safety improvements only. These improvements are limited to areas with a proven casualty history higher than national average or higher than otherwise would be expected and this would not be the case at this location.
Should this be a local priority I would be happy to arrange for the works if fully funded by the Parish Council, although my advise would still be that it would not represent value for money as pedestrians would still take the shorter diagonal route.
