Chapel windows – This item was covered within the Estates Working Party report.
Grant aid request - A request had been received from J L King Medical Services and Training Ltd for grant aid to help them to run first aid training courses. It was recommended to give grant aid of £16, also to give grant aid to cover the hiring costs for the proposed coffee morning. The payment will be made under the Local Government Act 1972 s137.
Matters arising for information purposes - A Councillor has raised concerns regarding the wording on the bank mandate stating that each signatory is responsible for any fraudulent activity of other signatories. The Clerk has spoken to the insurers who confirm that the indemnity insurance covers such eventualities.
It was noted that possible VAT implications of the alterations proposed to the library/village hall building need to be taken into account.
It was resolved to approve the recommendations of the working party.
THE EVENTS WORKING PARTY
Christmas Spectacular - The following were recommended: the date of the event to be Friday 4th December 2015 from 6.30pm. to order two marquees to email the schools and guitar soloist
to confirm that they will be able to provide entertainment
It was recommended to have a ‘Frozen’ theme
for the evening, which could be featured in the entertainment and to brighten up the refreshment marque.
Commemoration of the Queen being the
longest reigning monarch - A quotation for a bespoke metal seat has been obtained and it
was recommended to order the seat at a cost of approximately £1700. It was recommended that Rev D Hebblewhite undertakes a dedication service for the bench. It was recommended to hold the event, instead of the Chairmen’s Evening, on 25th September and to call the event ‘Long May She Reign’. The displays will record village life during her reign, with music through the decades and refreshments of tea/coffee and cake fancies.
It would be open to members of the public, who attend the dedication and have a ticket. It was suggested to ask Enderby Band to play outside and to include the National Anthem in their repertoire.
REPORT FROM PLANNING COMMITTEE The Planning Committee Chairman gave her report.
PARKING ON THE BANK
Members of public, who had an interest in this item, gave their concerns.
The Parish Council, representatives from local business and Cty Cllr D Jennings attended a
site meeting with LCC Highways to discuss the safety issues. LCC Highways has provided three
options to alleviate these issues. Members of public preferred option A, although they felt that the one hour parking restriction imposed was not beneficial and a pedestrian crossing had not been included.
After discussion, it was resolved to choose Option A as their preferred preference, although this option was still far from ideal. It was also resolved to request the following:
Signage on Central Street warning drivers turning right, of the possible dangers of people crossing and cars manoeuvring
Reduction in the height of the speed hump, which it is part of the option
Inclusion of only one disabled spot with a dropped kerb
Installation of a pedestrian crossing
The removal of the protrusion on the corner of the opposite junction at Brook Court, which currently narrows the road
Reduction to the height of the kerb at parking, as this is too high
It is understood that a crossing would not be considered because it will be too close to the junction, however the crossing at Gwendoline Drive is of a similar layout.
YOUTH WORK, INC MONTHLY REPORT
An Impact Final Report has been received, which was circulated prior to the meeting.
MATTERS THE CLERK MAY WISH TO RAISE A further letter has been received from the respondent regarding adding a name to the War Memorial: it was resolved to place on the August agenda.
THE LIBRARY WORKING PARTY
Review Architects drawings - The architects are preparing costings for the proposed alterations. Opening hours - It is intended that the library will open the same times as currently, with additional opening times up to twenty hours a week; this is still being discussed.
Feed-back from library open event – this item was covered under the report from the Events Working Party.
Staff Matters - It was recommended that additional cover for the library is not required at this stag: it is intended to have additional cover provided by volunteers in due course. It was recommended to ask the office staff and the member of staff from the library, to apply for Disclosure and Barring Service (DBS) checks. Volunteers will also be asked to apply for DBS checks, via the Parish Council. The costs will be covered by the Parish Council.
Way Forward - It was suggested to hold an Opening event once the building alterations have been completed.

It was resolved to circulate the library grant agreement to Councillors. It was resolved to approve the recommendations of the working party.

MATTERS ARISING
Parking at The Bank – LCC have amended ‘option A’ to reflect the Parish Council’s feedback and concur with the four points which were raised regarding signage, speed table height, disability parking and kerb heights. Works are scheduled
to be undertaken and the road closed on 30th August. LCC will be reviewing the warning signage on Central Street. With regards to the requested ‘formal’ crossing, LCC advise that
it would not meet DfT criteria for a pedestrian crossing because the demand for a crossing is
low, one footway is too narrow and too steep in
its incline for disabled users and over 70% of the parking would have to be removed from the shop frontages, however LCC has decided to extend
the existing speed table and introduce a new pedestrian platform next to the bus stop. They will also be reviewing the village centre, in regard to crossing facilities, in the near future. In respect
