Correspondence – Suggestions for possible projects have been received, from which the following proposals have been recommended:
A lectern showing the history of Countesthorpe to be placed on Parish Council land adjacent to the doctor’s surgery. It was recommended to obtain quotations.
The placement of the trees on the Leysland estate. It was recommended to investigate funding. Maintenance issues - It has been reported that work on the fence along the cycle path on Winchester Road has not been completed. It
was recommended to contact LCC for further information regarding the planned work. It has been noted that the handrail near Brooke Court has been damaged for some time; it was recommended to contact BDC. Concerns were raised regarding block paving on a grass verge on Rosebank
Road. This had been previously reported and it was a recommended that the Clerk contact LCC for an update. It has been noted that the fence along Green Lane has still not been replaced
with an acceptable boundary treatment. It was recommended to periodically check the situation. The temporary connection for the Christmas lights in the churchyard has been tampered with, it was recommended to contact the electrician to discuss burying the cable permanently: the groundwork would be carried out by the groundsmen. It was recommended to place a ‘no ball games’ sign at the Health Centre: a councillor will ask permission from a resident to place the sign on their wall. Tree donations for the cemetery are now available: signs have been placed on the cemetery notice boards.
COUNTRY PARK
A site meeting has been held with BDC, the developer and two representatives of the Parish Council. As a result of the meeting, the developer has drawn up a scope of works detailing all the works that they will carry out: this was circulated to Councillors prior to the meeting. It has been agreed with BDC to keep the Parish Council informed. Concerns were raised regarding any future building development on the site.
THE FINANCE WORKING PARTY
Budget update/review - The budget was discussed and all is in order. It was noted that there will be a financial commitment under TUPE for the library employee.

COMMITTEES AND WORKING PARTIES It was resolved to elect Cllr R Spence and
S Tetlow on to the Events Working Party and Cllr M Upton to act as Parish Council representative to Blaby Branch of the Local Association of Parish Councils.
POLICE MATTERS
A report from the Police Community Support Officer was read to the meeting.
CORRESPONDENCE RECEIVED
Leicestershire County Council – It was resolved to make no comments on the imposition of waiting restrictions and parking places Traffic Order.
REPORTS AND QUESTIONS FROM REPRESENTATIVES, COUNTY COUNCILLOR, DISTRICT COUNCILLORS AND PARISH COUNCILLORS
Cty/Dst Cllr D Jennings informed the meeting of concerns raised regarding emissions seen coming from the chimney at the crematorium. It is understood that a specialist has attended the site and the Senior Environmental Officer is satisfied with their report. It is also understood that the crematorium operators will be carrying
out remedial works to the parking area over
a weekend: planning permission will not be required.
He advised that the developer, in respect of Planning Application No. 14/0211/1/OX - Land off Cosby Road, has lodged an appeal which will be by Public Inquiry over three days. The public will be able to make their representations at the inquiry. He understands that the developer, in respect of Planning Application No. 15/0575/OUT - Land to Rear of 33 Willoughby Road, will also be lodging an appeal.
He spoke regarding BDC buying the Meadow Sports Ground to preserve its use for the future; he is concerned that the purchase has not yet been completed.

Cemetery matters
Chapel – three quotations have been received
to refurbish the chapel windows. It was recommended to accept the quote from Claire Williamson at a cost of £7510, subject to confirmation of budgetary provision. It had been proposed to apply to the Heritage Lottery for funding, however bids are not being determined until December. The Finance Working Party recommended funding from the New Homes Bonus received for 2014/15, which was approved. It was resolved to write to BDC advising them how the money has been used and to thank them for passing it onto the Parish Council, which was appreciated.
Hanging Basket - The missing hanging
basket on Station Road has been replaced
by the one removed from Winchester Road.
It was recommended to review the hanging basket positions and to consider new ones for the development on Leicester Road. It was recommended to thank the grounds man for the planter displays.
PUBLIC PARTICIPATION
A member of the public raised her concerns that the grass area on Dale Acre has not been cut: this has been reported to BDC.
THE ESTATES WORKING PARTY
Dog Bin Placement - The option to place a dog bin on the pathway between Ridley Close and Wheatlands Drive has been deferred as the land would be required to be adopted by the Parish Council. It was recommended to explore the
