Terms of Reference.
Update - The take-over date is 14th March. It
was recommended to advertise the take-over and library opening times in the Herald and website. The sickness/holiday cover to be provided by LCC has now been recanted. It was understood that all contracts would continue with LCC until their conclusion, however this has now been rescinded and all contracts,except the Alarm Key Holder, will finish either on 14th March or the end of the month. The alarm and camera upgrade, including integration of the village hall and library systems, were approved. It was recommended to hold a site meeting with the existing security contractors.
It was recommended to apply to LCC for the grants available before the end of March and for the Parish Council to take over the IT system and apply to LCC’s for their IT grant of £3,000.
Progression of project - The following items were recommended:
• To defer any decisions regarding alterations until after the take-over.
• To obtain quotations to replace signage.
• The Chairman to sign the authorisation for BDC to act on behalf of the Parish Council as an Umbrella Body Service and to complete the DBS checks confirming the applicant’s identity.
It was recommended to bring the salary scales of the library assistant in line with the Parish Council pay scales, which will result in a slight increase: the scale will be grade 18. The Parish Council’s insurers have quoted an annual premium of £1,304.83 to cover the library. It was resolved to approve and amalgamate with the Parish Council’s policy in June.
An outstanding invoice to LCC, for their payment towards the exterior painting of the building,
has been included in the surrender of lease documentation: this was approved.
REPORT STRATEGY PLANNING & POLICY WORKING PARTY
Review Policies:
i. Filming and Recording at Meetings – It was recommended to adopt the policy. At this stage it was not recommended to include the fact that filming or recording may be taking place at a meeting, however the Chairman will inform members of the public as necessary.
ii. Freedom of Information Publication Scheme Guidelines – It was recommended to adopt the guidelines.
iii. Gifts and Hospitality – It was recommended to adopt the Gifts and Hospitality guidelines and form.
Health & Safety provider - It was recommended to move this item to the Finance and Human Resources Working Party.
S106 payments - It was recommended to move this item to the Finance and Human Resources Working Party for them to review. The schedule, detailing funding available, will be circulated to members of the working party.
Recreation facilities - A resident has responded to the request, by the Parish Council, for details of recreation facilities wanted in the village: it was recommended to respond to the items she raised. An exploratory meeting is being arranged with Meadow Sports. It was recommended to contact BDC to obtain their current stance on Parish Councils taking ownership of District Council owned recreation grounds.
REPORT FINANCE & HUMAN RESOURCES WORKING PARTY.
Budget - Update/review budget 2015/16 – all was in order.
Review the following:
i. Financial Regulations – this item was deferred.
ii. Financial Risk Assessment – it was recommended to approve the Financial Risk Assessment.
iii. Asset Register – this item was deferred.
iv. Review the effectiveness of internal controls of financial systems – this item was deferred.
v. Insurance – this item was deferred.
The items deferred may have references to the library: the library is not being taken over until 14th March.
S106 payments -A schedule showing the S106 developer funding was discussed and it was recommended that Strategic Planning & Policy Working Party investigate projects.
Health & Safety - Four quotations have been received for Health & Safety support: it was recommended to accept the quotation from Guardian Support for £685 p.a., on a three year contract.
Defibrillator - The Estates Working Party has recommended that the working party investigate maintaining the defibrillator. It was recommended to speak to the Parish Council’s Insurers and Health and Safety advisors. It was recommended toascertain, from the Community Heartbeat Trust, details of their annual maintenance contract.
Grant Aid - St Andrews Church has requested
a grant of £1,000 to help towards a building project to improve their existing facilities: it was recommended to grant £1,000. Stuart Cosby Memorial Trust has requested a grant to assist them in their work: it was recommended to grant £1,000.
It was resolved to alter the order of business to discuss Staff Matters. It was resolved that in view of the confidential nature of the business to be transacted the press and public be temporarily excluded.
THE MEETING OF COUNTESTHORPE PARISH COUNCIL WAS HELD IN THE VILLAGE HALL, STATION ROAD, COUNTESTHORPE ON THURSDAY 14th APRIL 2016 WHEN THERE WERE PRESENT:

REPORTS COUNTY, DISTRICT AND PARISH COUNCILLORS
Cty/Dst Cllr D Jennings advised that Leicestershire Matters has been issued, he also spoke regarding large scale development proposals for neighbouring parishes.
Dst Cllr D Findlay advised that the appeal for Cosby Road is still awaited. The appeal for 33 Willoughby Road was refused due toS106 developer funding.
Dst Cllr A Clifford gave details of a meeting with residents of Brook Court. The residents have complained regarding the height of the Leylandii trees on Dale Acre Recreation Ground, which
are impacting on the light into their homes. This matter will be discussed by the Estates Working Party.
ANTI-SOCIAL BEHAVIOUR
Sgt P Hurst gave details of the schemes being implemented to address the increase in anti-social behaviour in the village. It was noted that the youths involved were residents of Countesthorpe. The police are aware of the postings on the community Facebook page.
POLICE MATTERS
No report received from the PCSO.
RESPONSE RE: PEDESTRIAN FOOTWAY LINK LEICESTER ROAD/LADBROKE GROVE
The Chairman and Vice-Chairman confirmed the length of the footway as per the quotation from LCC, therefore the cost will be £8,608: it was resolved to proceed with the works. Cty Cllr D Jennings confirmed LCC would be responsible for maintaining the footway. It is understood that those residents,who raised the issues, wished
to convey their thanks to the Parish Council for their support and for making it happen. It was confirmed that the hedge would not be completely removed.
REPORT ESTATES WORKING PARTY Cemetery design – three designs, each with two options, have been submitted by the architects. It was recommended to choose option 2b, with amendments to the cremation plots.
Willoughby Road Playing Field - This item was deferred until June.
Play Equipment - It had been resolved to purchase a play train for Leysland play area, however
