REPORT FROM THE STRATEGIC PLANNING AND POLICY COMMITTEE
The report of the Strategic Planning and Policy Committee Meeting held 1st November 2022 was received.
REPORT AND TO APPROVE THE RECOMMENDATIONS OF THE EVENTS WORKING PARTY
The report of the Events Working Party Meeting held 3rd November 2022 was received.
To receive any feedback from Strategic Planning and Policy with regard to the Terms of Reference and Events Policy
For the revised Terms of Reference and Events Policy to be put to the Parish Council for adoption and included in the review schedule for policies.
Cost of Living Crisis
To establish whether the Working Party will be delegated to deal with the Countesthorpe Warm Space or whether this will stay under the remit of the Strategy Committee.
To contact Age UK to see if they would be willing to put an information and advice session on at the Countesthorpe Warm Space.
To contact the local schools to see what support they are offering to families.
To promote the Warm Space in the local shops, via leaflets etc.
To contact the Local Area Co-ordinator for feedback on the advice event held at Blaby Library to establish whether a similar event in Countesthorpe would be beneficial.
To invite a representative from the Foodbank to come to a future meeting of the Working Party.
To publish details of other initiatives on the Parish Council’s website and on posters etc.
To seek permission of the Parish Council for
the Working Party to consult with other local organisations on what their initiatives are to respond to the cost of living crisis and if these can be promoted on the Parish Council’s website etc.

  THE MEETING OF COUNTESTHORPE PARISH COUNCIL WAS HELD ON THURSDAY 10TH NOVEMBER 2022 WHEN THERE WERE PRESENT:
Councillors: M Gillespie, V Armstrong, S Burditt, A Clifford, J Jennings, P Mount, S Palmer,
K Pearce, W Read, P Servadei and J Thacker Parish Council Manager: Miss J Leech

APOLOGIES FOR ABSENCE, IF ANY Apologies were received from Cllrs S Kinvig, K McGovern, M Smith and S Turner.
TO APPROVE AND SIGN MINUTES OF THE MEETING HELD ON 13TH OCTOBER 2022 Minutes of the meeting held on 13th October 2022 were circulated prior to the meeting. An amendment noting that Cllr S Palmer had been in attendance at the last meeting was recorded. It was resolved to approve the minutes, which were signed by the Chairman as an accurate record.
COUNCILLOR VACANCY
There were no applications for the Councillor Vacancies.
ARRIVA BUS SERVICE
Mr D Findlay, Senior Constituency Assistant to Mr Alberto Costa MP, was continuing to liaise with Arriva with regard to setting up a meeting.
POLICE MATTERS, INC. MONTHLY REPORT It was noted that a new Beat Officer was expected to be in place in mid December.
CORRESPONDENCE
Blaby District Council – Community Awards 2022 – It was resolved to nominate Mr J Barber, Countesthorpe Scouts Group.
Hinckley National Rail Freight Community Newsletter – An overview of how the scheme has changed and details of when the application would be submitted as a planning application was noted.
HIGHWAYS FUNDING PROJECTS
The following items had been submitted by the Parish Council to the Highway Fund:-
Willoughby Road – 1 x Portable SID with Slow Down Legend £2940, Plus Portable Solar Power unit £650
Station Road/Cosby Road – Request for two posts to be installed by LCC, 1 x Portable ‘30’ with Slow Down legend 2760, Plus Portable Solar Power Unit £650, spare solar power bracket £145 and spare sign bracket £52 for the second post.
REPORT THE ESTATES WORKING PARTY The report of the Estates Working Party Meeting held 7th November 2022 was received.
To accept the quote from Thorpe Trees for the
second year of the tree planting. The quotation has increased however items such as compost and tree stakes would be purchased from an alternative supplier to reduce the total amount.
For an article to be included in a future edition of The Herald to give publicity to the tree planting work that the Parish Council is carrying out.
To replace the damaged bollards at the entrance of the driveway from the cemetery car park with a barrier made in house at an estimated cost of £250.
To amend the form for purchasing tree memorial plaques to highlight at the time of purchase, that should a request to amend the plaque be required at a future date, that the whole plaque would need to be replaced. Alternatively, for additional inscriptions, a second plaque of the same size would be acceptable.
Wildlife area at bottom of Cemetery a fund of £1500 to be included in the 23/24 budget for the installation of fencing to border off the new area.
Memorial Benches To offer the position of The Spinney for making a donation of a bench.
Improvements to The Square
For the application for The Square project to be submitted to Blaby District Council to meet the deadline for its meeting to consider s106 applications.
That the final budget for the application be approved and circulated to all Councillors along with supporting background information to how the project arose and the reasoning for submitting an application for s106 funding.
That, subject to the application being successful, an item would be included in The Herald explaining the rules and limitations around the use of s106 funding, specifically that expenditure made using s106 funding does not impact on the parishioners’ council tax rates.
Maintenance Issues To monitor the costs of storage containers with a view to purchasing one in the future.
For the Finance Working Party to consider a sum in next year’s budget for installing surfacing at the back of the Village Hall to take the existing shed.
Play Area Inspection Quote
For a budget of £5500 to be included in the 2023/24 budget to cover the cost of repair for the works.
Tree Survey
To obtain a quotation from a tree surgeon to carry out the installation of the replacement Christmas tree lights to tree to the front of the Village Hall, and for a provision to be included in next year’s budget with a view to the works being carried out in November time.
To include an item on a future agenda with regard to working at heights.
To respond to a query with regard to the cutting back of a tree at Broadfield Way to explain that the tree would be inspected at the next tree inspection in 2023 to assess the tree.
To request for a budget to carry out the three yearly/and 18 month high risk tree survey in 2023 with a view to the works to be split over two financial years.
