To proceed with repairing the damaged notice board located on Ridleys Close at a cost of approximately £1100.
To accept the quote from Beddows Tree Care, previously received, for the purchase and installation of Christmas lights on the tree outside of the village hall as no further quotes had been received. Also, to include a future budget item for the required adjustment of the Christmas tree lights every two to three years.
To consider a compromise when cutting back the hedge height, on Broadfield Way, to a level height along the length of the hedge.
Additionally, it was resolved to approve the request for additional material to be purchased in order to complete the construction of a further large planter for The Square.
REPORT COMMUNITY ENGAGEMENT WORKING PARTY
The report of the Community Engagement Working Party meeting held 17th August 2023 was received. It was resolved to approve the recommendations of the working party and the report be adopted.
It was resolved that Cllrs M Gillespie, C Ibbotson and P Servadei, as well as Leicestershire District Councillor, L Phillimore, and Blaby District Councillor, R Bayliss, would be judges for the Festive Fronts competition.
REPORT PLANNING COMMITTEE
The report of the Planning Committee meeting held 31st August 2023 was received.
REPORT LIBRARY COMMITTEE
The report of the Library Committee meeting held 31st July 2023 was received.
It was resolved that both the Safeguarding Adults and Safeguarding Children Policy and Procedures be adopted.
It was resolved that the DBS recheck period be reduced from 5 years to 3 years.

REPORT FINANCE WORKING PARTY
The report of the Finance Working Party meeting held 13th September 2023 was received. It was resolved to approve the following recommendations of the working party and the report be adopted.

A Clifford, S Kinvig, K McGovern, S Palmer and K Pearce.
TO CONSIDER APPLICATIONS FOR THE COUNCILLOR VACANCIES
A letter of interest from Mrs P Cornforth had been circulated prior to the meeting. It was resolved to co-opt Mrs P Cornforth and arrangements would be made for her to sign the Declaration of Office.
REPORTS AND QUESTIONS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
Blaby District Councillor, R Bayliss, reported back on the recent beginning of the Hinckley National Rail Freight Interchange examination by the planning inspectorate. He also advised that the planning application for Soars Lodge Solar Farm is likely to be submitted soon.
The Parish Council Manager, Miss J Leech, provided an update on behalf of Blaby District Councillor, A Clifford. It was reported that Blaby District Council would be trialling the installation of ‘no fishing’ signs and increasing the amount
of warden patrols in an attempt to deter fishing at The Country Park. It was also reported that he had been contacted by a resident regarding the trees at the rear of the village hall and that arrangements would be made for Cllr A Clifford to make representation to the Estates Working Party at a future meeting.
YOUTH WORK MATTERS, INC. MONTHLY REPORT
The Youth Workers report on activities which had taken place during August 2023 was received. It was resolved to contact the local Police to request additional information on the antisocial behaviour in the Rosebank area which was referenced.
D-DAY 80TH ANNIVERSARY – JUNE 2024
It was reported that Cllr K McGovern had expressed her interest in organising an event to mark the 80th anniversary of the D-Day landings. Cllrs V Armstrong, M Gillespie and C Ibbotson also expressed their interest and it was resolved that a meeting would be arranged to take this forward.
TO RECEIVE ANY CORRESPONDENCE It was noted that an email of thanks had been received from a resident with regards to the recently adopted Flag Policy.
It was reported that information regarding a Moving Traffic Enforcement Consultation
had been received by Leicestershire County Council. It was resolved to respond with areas of concern within Countesthorpe which could also be considered, including the one way section consisting of Wigston Street, The Bank and Church Street, as well as the areas around The Health Centre and Tesco.
REPORT THE ESTATES WORKING PARTY The report of the Estates Working Party meeting held 11th September 2023 was received.
It was resolved to approve the following recommendations of the working party and the report be adopted.
To allow a budget of up to £50 for the purchase of additional decorative rocks to place along the driveway of Cemetery B.
To obtain a quote for the repair of a damaged memorial stone in St Andrew’s Churchyard.
To carry out a land registry search for the two corners of land located off Gwendoline Drive, in order to inform plans for their ongoing maintenance.
To approve the action of the Parish Council Manager in purchasing a replacement seat for the zipwire located at Dale Acre and to obtain a quote for the two yearly check of the zipwire, as recommended in the play inspection report.
To put in a request, to Leicestershire County Council, that the Groundstaff be permitted to undertake works on the trees with TPO’s in order to undertake essential maintenance work on the open space and to include three trees in future tree surveys undertaken by Countesthorpe Parish Council.
