REPORT NET ZERO WORKING GROUP The report of the Net Zero Working Group meeting held 13th June 2024 was received and adopted.
REPORT PLANNING COMMITTEE MEETING The report of the Planning Committee meeting held 11th July 2024 was received along with the Parish Council’s draft statement to be made at Blaby District Council’s planning meeting was noted.
2024/25 060. To receive the report from the Strategy Planning & Policy Committee meeting held 20th June 2024 and to consider adopting the following policies
REPORT STRATEGY PLANNING & POLICY COMMITTEE
It was resolved to adopt the Tree Management Policy and amendments made to the Social Media Policy. Councillors were also made aware of the ongoing Biodiversity Policy and received an initial draft prior to the meeting.
It was resolved to approve the recommendation to turn down the offer from Blaby District Council to take ownership of the Country Park.
REPORT FINANCE WORKING PARTY
The report of the Finance Working Party meeting held 10th July 2024 was received. It was resolved to approve the following recommendation and the report be adopted.
To proceed with the recommendation from the Estates Working Party to accept the hanging basket contract renewal quote with Plantscape for inclusion in the 2025/2026 budget.
To allocate up to £200 for the purchase of plants for the Buckingham Memorial Planter.
To proceed with renewing the ill health pensions insurance at a cost of £2020.

The date of the next meeting is scheduled for Thursday 8th August 2024 at 7.30pm.
The Meeting of Countesthorpe Parish Council was held on Thursday 8th August 2024 when there were present:
Councillors: M Gillespie, V Armstrong, S Burditt, P Cornforth, C Ibbotson, S Kinvig, P Mount,
S Palmer, K Pearce, M Smith, P Servadei,
J Thacker, S Turner and W Read.
Also in attendance was Leicestershire County Councillor, L Phillimore.

Apologies were received from Cllrs A Clifford, P Servadei and J Thacker.
APPLICATIONS FOR COUNCILLOR VACANCIES
A letter of interest from Blaby District Councillor Royston Bayliss had been received and circulated to all Councillors ahead of the meeting. It was resolved to co-opt Cllr Bayliss and arrangements would be made for him to sign the declaration of office.
REPORTS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
Leicestershire County Councillor, L Phillimore, reported the news that two existing Blaby
District Councillors had been elected as County Councillors, also bringing to Councillors attention the statement released by Nick Rushton, leader of Leicestershire County Council, that he would be temporarily stepping aside for health reasons.
Additionally, it was reported that the flooding incident which occurred at the beginning of January 2024 was still being investigated.
Blaby District Councillors R Bayliss and R Holdridge reported that Blaby District Council’s local plan briefings had recently begun.
The Parish Council manager reported that the goalposts recently installed on The Paddock were being well used, on behalf of Cllr P Servadei, in his absence.
Queries were also raised by Cllrs W Read and
S Burditt regarding the condition of local roads and the recent surveyor witnessed on Cosby Road and Winchester Road.
There were no members of the public present.
POLICE MATTERS
Cllr K McGovern provided an update on local police matters with it being resolved to contact the local police in order to request that the Parish Council be kept up to date with scheduled beat surgeries.
Officers who attended the latest beat surgery at the Library provided additional information regarding the local crime statistics, specifically those which fall under the ‘Violence and Sexual Offences’ category, stating that the category is incredibly wide ranging and often involves perpetrators known to the police.
It was noted that a car which was parking on the pavement along Station Road had been reported to local police and the issue of drug use on the Country Park which was raised would also be reported.
YOUTH WORK MATTERS
The youth workers report on activities which had taken place during June 2024 was received.
It was noted also that the internal meeting to discuss the current reporting system had taken place and a meeting with the CEO of Young Leicestershire was now being scheduled.
BDC – PARISH CHARTER
Blaby District Council’s Parish Charter had been circulated to all Councillors for consideration prior to the meeting. It was resolved that Countesthorpe Parish Council would not sign up the Parish Charter at present but that progress would be monitored at future meetings attended by the Parish Council Manager.
REPORT ESTATES WORKING PARTY
The report of the Estates Working Party meeting held 8th July 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To write to residents of Shetland Way to enquire as to whether there would be any objections to the Parish Council putting salt or weedkiller down, bearing in mind that there is a risk of this seeping onto their land, as the space between the two fences is too narrow to strim. They would also be reminded that it was the residents of Shetland Way who had asked for the metal fence to be installed and for it to be placed away from their own fences, leaving a gap.
To accept the quotation received from Plantscape, for the three year hanging basket contract for 2025-2027.
To respond to correspondence received from
a resident of the Redrow Estate, requesting goalposts be installed on the open space there, to
