THE MEETING OF COUNTESTHORPE PARISH COUNCIL WAS HELD ON THURSDAY 10TH OCTOBER 2024
WHEN THERE WERE PRESENT:
Councillors: M Gillespie, V Armstrong, R Bayliss, S Burditt (from item 2024/25 110.), P Cornforth, C Ibbotson, S Kinvig, K McGovern, S Palmer,
K Pearce, P Servadei, J Thacker, S Turner, and
W Read.
Also in attendance was one member of the public. Parish Council Manager: Miss J Leech

Apologies were received from Cllrs A Clifford, P Mount and M Smith and Leicestershire County Councillor, Les Phillimore.
REPORTS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
Blaby District Councillor, R Bayliss, reported that Blaby District Council’s Scrutiny Committee had met recently to discuss the proposed parking charges at Bouskell Park in Blaby and that there would be a consultation in the future to confirm whether parking fees would be introduced.
Cllr S Turner requested that Cllr R Bayliss investigate, with Blaby District Council, the issue of the missing ‘no fishing’ signs on the Country Park.
MATTERS ARISING FOR INFORMATION PURPOSES ONLY
It was reported that Cllr P Cornforth had arranged for a representative from Helping Hands to
attend a session of the local Luncheon Club on Wednesday 20th November to provide information on how to complete Pension Credit Forms. The Luncheon Club had confirmed it would be happy to extend the invite to local residents and it was resolved for this to be promoted on the Parish Council Facebook page.

POLICE MATTERS
Cllr K McGovern provided an update on local police matters, including confirmation of the previously requested crimes which are included in the ASB category when reporting local crime statistics. It was confirmed also that the next Police Neighbourhood Consultations had been scheduled for Saturday 19th October at 11am in the Rainbow Shop and 25th November at 12pm at Brooke Court.
YOUTH WORK MATTERS, INCLUDING MONTHLY REPORT AND FEEDBACK FROM MEETING HELD WITH YOUNG LEICESTERSHIRE
The youth workers report on activities which had taken place during September 2024 was received. It was noted also that the contract changes
which had been proposed to the CEO of Young Leicestershire, following their recent meeting, would be actioned shortly and received for review.
REPORT ESTATES WORKING PARTY The report of the Estates Working Party meeting held 7th October 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To enquire with Blaby District Council as to whether a planter located on The Paddock would be eligible for S106 funding, as it was not deemed that any further plantings were required at The Square and, if any should be required in the future, these would be funded by The Parish Council.
To respond to correspondence with Blaby District Council, regarding the recent removal and replacement of dog waste bins, to enquire as to the payment already made by Countesthorpe Parish Council for the emptying of Parish Council owned bins which had been removed, and to discuss the reasoning by the District Council for the removal/ repositioning of two other bins which had been identified by residents as essential as there had already been incidents of dog waste being left in the area
To accept the quotation for this year’s Christmas trees as follows:- 20ft Nordmann Fir (St Andrews Churchyard) 10ft Norway Spruce (Village Hall) Delivery and installation of 20ft Nordmann Fir, with reduction of £60 for display of banner from Oakberry Trees
To proceed with undertaking a crown reduction of approximately 3 metres on the tree which had recently dropped a second limb on The Centenary Paddock, to be undertaken by Beddows Tree Specialists. However, to gain approval also to spend enough for the removal of the tree, should
the advice which had been received alter upon closer inspection whilst undertaking works
To promote to residents the role and responsibilities of Blaby District Council’s Dog Warden as well as the process and requirements for reporting, following the Warden’s response having been received and considered
REPORTS FROM THE PLANNING COMMITTEE
The reports of the Planning Committee meetings held 26th September 2024, 3rd October 2024 and 10th October 2024 were received.
REPORT FROM EMERGENCY PLAN WORKING GROUP
The report of the Emergency Plan Working Group meeting held 18th September 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To contact other key locations within Countesthorpe to ask whether they would be happy to be contacted by the Parish Council in the event of an emergency with a view to opening up their premises for those in need, in addition to the village hall
To refer to the Net Zero Working Group the information regarding generators for consideration within ongoing net zero investigations and for any feedback
To obtain quotes from alternative providers for the phone lines and internet, to be considered by the Finance Working Party alongside the revised quotation received from the current provider
REPORT FROM FINANCE WORKING PARTY The report of the Finance Working Party
meeting held 9th October 2024 was received.
It was resolved to approve the following recommendations and the report be adopted.
To proceed with investing a total of £40,000 into a Lloyds 12 Month Fixed Rate Account with an interest rate of 2.75%, and to review later in the financial year whether to invest an additional sum in a Lloyds Notice Account
To adopt the revised Reserves Policy, amended to reflect adherence to the 2024 version of
the Governance and Accountability for Local Councils – A Practitioners Guide (England)
To place the order for external vibration testing of the grounds equipment at a cost of £647
To award a grant of £302.50 to Fun and Friendship to be used for their Christmas 2024 party
To respond to the request received from the
Chair of the Greenfield School PTFA, for a financial contribution towards adventure trail play equipment, to request that the Parish Council be kept informed of the fundraising progress prior
to it making a commitment. This would then be reviewed as updates are received
