Officer dealing with planning application 23/1073/ OUT, land off Foston/Leicester Road, with regard to the draft s106 schedule was received and it was resolved to confirm that the Parish Council had no further comments.
REPORT FROM THE NET ZERO
WORKING GROUP
The report of the Emergency Plan Working Group meeting held 20th August 2024 was received. It was resolved for the report to be adopted.
The report of the Strategic Planning and Policy Committee meeting held 21st August 2024 was received.
The report of the Human Resources Committee meeting held 28th August 2024 was received.
REPORT FROM THE FINANCE
WORKING PARTY
The report of the Finance Working Party meeting held 11th September 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To not proceed with placing the order for having the solar panels and three velux windows cleaned
For the Parish Council Manager to attend Contracts and Procurement Training, provided by LRALC.
To respond to a National Employers Survey regarding a pay scale review, answering only those questions which warrant a factual response regarding the organisations, rather than an opinion on the way that pay scales should be evaluated
To note that there were no changes to the Internet Security Policy and therefore proceed with renewing the Parish Council’s compliance with PCI DSS for its card payment facility
To adopt the revised Investment Policy, amended to reflect the Parish Council’s ineligibility
for protection under the Financial Services Compensation Scheme
To proceed with implanting, with immediate effect, an increase of 5% on all cemetery fees, following consideration of the recommendations made by the Estates Working Party
To write off unrepresented cheque number 6600, for £150, as it had surpassed six months since being issued
To cancel cheque number 6728, for £100, as the Countesthorpe Village Hall Trust Chairity account had been closed. The figure would be held by
the Parish Council, along with the balance of the Trust’s account, until the issue was resolved
It was resolved to adopt the revised Investment Policy.
  THE MEETING OF COUNTESTHORPE PARISH COUNCIL WAS HELD ON THURSDAY 12TH SEPTEMBER 2024
WHEN THERE WERE PRESENT:
Councillors: M Gillespie, V Armstrong (until 2024/25 098.), S Burditt, P Cornforth, C Ibbotson, K McGovern, K Pearce, M Smith, J Thacker and W Read.
Also in attendance was Leicestershire County Councillor, L Phillimore, and Blaby District Councillor, R Holdridge.

Apologies were received from Cllrs A Clifford, S Kinvig, P Mount, S Palmer and S Turner.
It was resolved to accept the apologies from
Cllr A Clifford which had now reached six months and to extend for a further three months.
APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES, AND DISCUSS TERMS OF REFERENCE FOR THE COMMITTEES AND WORKING PARTIES
It was resolved to adopt the terms of reference for the Human Resources Committee which had been reviewed.
TO RECEIVE REPORTS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
Leicestershire County Councillor, L Phillimore, provided feedback on the recent response from Leicestershire County Council’s Highways Department regarding application 24/0001/OUT, 205 dwellings with vehicular access point from Willoughby Road, Land East of Willoughby Road.
Blaby District Councillor, R Holdridge, reported on the ongoing concern of Gwendoline Avenue residents regarding parking at school drop off and
pick up times. He also provided an update on the Soars Lodge Solar Farm application.
POLICE MATTERS
Cllr K McGovern provided an update on local police matters, advising that the local police were arranging visits to both Countesthorpe Academy and Greenfield School regarding parking issues.
It was resolved to request additional information from the local PCSO as to what is included in the ASB category when reporting local crime statistics.
YOUTH WORK MATTERS, MONTHLY REPORT AND FEEDBACK FROM MEETING HELD WITH YOUNG LEICESTERSHIRE
The youth workers report on activities which had taken place during August 2024 was received along with the report from the meeting which took place between representatives of Countesthorpe Parish Council and the CEO of young Leicestershire on 13th August 2024.
APPROVE ACCOUNTS FOR PAYMENT
It was resolved to approve the Direct Debit and Business Card accounts for payment:
RECEIVE ANY CORRESPONDENCE
The National Highways and Transport (NHT) Public Satisfaction Survey had been received from Leicestershire County Council, with it being resolved that Cllr M Gillespie would complete the survey on behalf of the Parish Council.
REPORT FROM THE ESTATES
WORKING PARTY
The report of the Estates Working Party meeting held 9th September 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To grant permission to Cherry Lane Garden Centre to use the cemetery car park for their annual bonfire event on Saturday 2nd November, providing that they adhere to the usual conditions set, that the car park is used for their staff parking and that there is someone on duty to manage the parking
To implement an increase to cemetery fees of 3%, however, to refer to the Finance Working Party for their consideration as to whether a 3% or 5% increase would be preferable
Additionally, Cllr S Burditt provided an update on the status of pending repair works to speed humps along Winchester Road.
