Concerns about the long wait for the park have arisen because Persimmon is now locked in a dispute with the council over another proposed 150 home development off Cosby Road in village.
It has appealed against the planning committee’s decision to turn down the scheme.
Councillors argued the estate would be unsustainable and intrude into open countryside.
Persimmon has asked Government planning inspectors to overturn their decision.
One resident, who did not wish to be named, said she was appalled Persimmon had failed to deliver the park but were still pressing to build more properties on the edge of another part of the village.
She said: “We want our country park before the build another house.
“In 2011, there were guided walks arranged with residents having their say on installing BMX tracks, picnic areas, children’s play areas and seating areas.
“It was looking good for the village.
“Persimmon built their houses then they left.
“What the people of Countesthorpe got was pure and utter devastation.
“It should have been a field of dreams but turned out to be everyone’s worse nightmare.”
The Mercury contacted Persimmon to ask why the country park had not been completed.
A spokesmen insisted it would be done imminently but did not say why it had taken so long.
He said the park would actually cover 24 acres.
Persimmon’s managing director Paul Hurst said: “The country park is complete.
“We have agreed the last few remedials with the council, which will be finished by the end of August.”
Countesthorpe’s district and county
councillor David Jennings said: “They have done a lot of work in the last week but it remains to be seen if it will be done by when they say it will.
“I am disappointed it has taken so long. It has basically been a dumping ground for building stuff but I hope it will become a lovely public space. I’m surprised they are saying 24 acres because that’s much bigger than the park they are required to provide.”
Coun Jennings said the Cosby Road planning appeal would be determined in a three day public hearing.
He said: “We don’t have a date yet but there were strong grounds ton turn it down.
“Countesthorpe has taken a massive number of new houses in the past ten years or so.”

REFUSAL APPEAL
FOR 150 HOMES
In the spring of this year Persimmon tried to get an application for 150 homes built on Cosby road this was defeated by Blaby District Planning Committee meeting led by Cllr David Findlay and Cllr David Jennings. Now Persimmon has appealed that decision and this is to be heard in January. Blaby District is strongly defending the decision that the planning committee took. I urge all residents that they write in to object to this development to the Planning Inspectorate in Bristol. I also urge people to try and attend the meeting next year. The village has taken more than its fair share of development at this current time. So lets us work together and make sure that the appeal isn’t won.
