be transferred to them. The Officer thanked
the Parish Council for their support. If the recommendations are carried it is the Officer’s intention to contact the Parish Council regarding
a five year vision for the park. Councillors raised concerns regarding the twenty year maintenance funding and it was resolved to invite the Officer to the next Parish Council meeting for clarification on this and other issues.
REPORTS AND QUESTIONS FROM REPRESENTATIVES, COUNTY COUNCILLOR, DISTRICT COUNCILLORS AND PARISH COUNCILLORS
Cty/Dst Cllr D Jennings spoke regarding parking problems at the crematorium when large numbers of mourners attend. He has investigated resident parking, however the way the scheme works would not guarantee parking for residents as visitors are allowed to park for one hour. Concerns were raised regarding how close vehicles are parking on Rosebank Road to the Foston Road junction. It was resolved to investigate options and report to the next Parish Council meeting.
Dst Cllr D Findlay reported that the new
Youth Council has met and there are seven representatives from Leysland High School and Countesthorpe Community College. The Youth Council has been given £5000 to distribute to youth projects in the district. It was resolved to invite the Chairman of the Youth Council to a Parish Council meeting. He also advised that he had submitted an article to The Herald regarding the planning appeal for Cosby Road encouraging residents to attend.

a. Cemetery matters
i. Cemetery lay-out design – the existing design for the cemetery extension was laid out on
the ground. It was noted that there would be insufficient room for utility vehicles to pass: this will be investigated further. The hedge along the border with Rosebank Road requires attention: it was recommended to remove the old shrubbery, where possible, and reduce thicker trunks to ground level prior to re-planting the hedge.
ii. Memorial trees – eight trees, forming part of the design layout, have been reserved by people who would like to donate a tree in memory of a loved one. It was resolved to site the trees 5ft in

POLICE REPORT
A report from the Police Community Support Officer (PCSO) was read to the meeting.
SPEAKER – LEICESTERSHIRE COUNTY COUNCIL HIGHWAYS REPRESENTATIVE
Mr S Bullen, Senior Engineer, LCC Traffic Management advised the meeting that the highway improvement scheme carried out at The Bank
did not achieve the desired outcome, therefore further works will be undertaken on Sunday 20th September, to correct matters.
He advised that he is aware of the difficulties crossing the road, but it is not possible to install a pedestrian crossing. He confirmed that all the works plus road markings will be completed on
the 20th September, however signage may not be erected until a later date. He reported that
the speed of traffic had not been anticipated or the way people were crossing and he would like people’s views as to ways to improve crossing facilities especially for the elderly and disabled. A councillor queried whether speed cameras could be installed; Mr Bullen explained that the police install and deal with speed cameras, but they are not generally used on local roads. There are already speed humps in the village and to increase these further could result in complaints from bus companies and drivers who do not speed and are therefore being disadvantaged. There is no funding to reduce the speed limit
to 20 mph. Concerns were raised regarding the length of vehicles using the parking bays and reversing vehicles. Mr Bullen confirmed that the improvements should address these issues. The height of kerbs between the Co-op and Tesco Store was highlighted, Mr Bullen will obtain aerial photographs to show where the kerbs may be dropped.
PUBLIC PARTICIPATION
One member of public queried the public
access from the Redrow Homes development
on Leicester Road. Dst Cllr A Clifford reported that he has met with a representative of Redrow Homes and it is understood that pedestrian access will be made available at The Elms, however the route will not be hard landscaped. He will bring the matter to the attention of MP A Costa.
TO APPROVE ACCOUNTS FOR PAYMENT AS VERIFIED BY THE FINANCE WORKING PARTY
Cllr D Jennings wished to declare a disclosable non-pecuniary interest in the pension payment as he is the Chairman of Leicestershire County Council (LCC) Local Pension Board.
CORRESPONDENCE RECEIVED
a. Rural Community Council – The AGM and 2015 Community Achievements Awards will be on Thursday 17th September. If any Councillor wishes to attend they should contact the Parish Office.
b. Leicestershire County Council – County Service for Leicestershire will be held on 18th October. This was noted.
c. Blaby District Council – It was noted that recommendations will be made to BDC’s full Council meeting that the Country Park should
