Highways regarding tarmacing being undertaken by Virgin Media, the position of their boxes, the discourteous behaviour of their workman and that footpaths are being closed without the provision of alternative pedestrian routes. It was recommended to purchase soil for the greenhouse and to re-site some of the safety mats on Dale Acre: it was resolved to fund from the Play Equipment Repair budgetary provision. It was recommended to investigate maintenance of the wild flower garden. k. Matters arising for information purpose - No matters arising.
It was resolved to approve the recommendations of the working party.
VILLAGE HALL MANAGEMENT COMMITTEE
Report – The Chairman gave his report.
PARKING IN THE VILLAGE CENTRE
It was resolved to request LCC Highways
to provide a design scheme to reinstate the parking outside The Bank back to the original condition,for safety reasons, and to include a disabled space. Cllr D Jennings did not vote on this item.
REPORT FROM THE PLANNING COMMITTEE
The Planning Committee Chairman gave her report.
REPORT AND TO APPROVE THE RECOMMENDATIONS FROM THE FINANCE & HUMAN RESOURCES WORKING PARTY. a. Budget
i. Update/review budget 2015/16 – It was noted that there is an overspend on the Stationery/ Printing budgetary provision, which will be investigated. It was noted that the telephone budgetary provision is also overspent, however this is due to the installation of an additional telephone line. It was resolved to approve, in principle, to purchase a rotary mower with
cab, once the exact specification required is investigated.
ii. Budget 2016/17 – It was recommended to approve the budget for 2016/17:this was resolved. iii. Proposed projects: Grass cutting machinery, Library, S106, CCTV and Cemetery
The future use of Willoughby Road Playing Field is to be reviewed by the Strategy Planning & Policy Working Party. The provision of a café
in the library will be considered by the Library Working Party at phase three of the project. It was recommended to review the whole security system

POLICE MATTERS, INCLUDING MONTHLY REPORT
A report from the Police Community Support Officer (PCSO) was read to the meeting.
TO APPROVE ACCOUNTS FOR PAYMENT AS VERIFIED BY THE FINANCE & HUMAN RESOURCES WORKING PARTY
The Finance & Human Resource Working Party recommended approval of the payments.
The payment for ESPO Cleaning, Staff Uniform & Repair Materials was not available for verification by the Finance & Human Resources Working Party.
PUBLIC PARTICIPATION
A member of the public spoke regarding issues on the development at Gillam Butts. He reported that an enforcement officer was due to visit the site.
REPORT AND TO APPROVE THE RECOMMENDATIONS FROM THE ESTATES WORKING PARTY
a. Cemetery
i. Cemetery matters – A tree has died in the cemetery, which someone has decorated for Christmas: it was recommended to remove the tree at the end of January. A plaque and stand have
been installed next to a memorial tree without permission: it was resolved to contact the person involved. It was resolved to delegate the decision regarding a request for a bench to the working party.
ii. Change to colour of stone –It was recommended to approve a request to alter the colour of the gravel, on a cremation plot, to red.
b. Chapel -It was recommended to ask the
Finance & Human Resources Working Party to review funding to engrave the commemoration boards,once made. It was suggested to hold an open event once the renovations are complete, also to commission a plaque to thank Countesthorpe and Foston Heritage Group for their work on
the renovations. It was recommended to invite representatives of the group to an Events Working Party meeting.
c. Grass Maintenance - It was recommended
to purchase a rotary mower at a cost of approximately £26,000, together with a second hand cylinder mower, provided it is still available. The supplier of the rotary mower will depend on the exact specification required.
d. Willoughby Road Playing Field - Countesthorpe Football Club has been given notice to quit at the end of the season, if the full annual rent is not received by the end of January.
e. Bus Shelter - Redrow Homes are to provide
a wooden bus shelter on Leicester Road. It was recommended to contact BDC to ascertain when this will be installed.
f. Grass Verge - LCC Highways has confirmed that they are not taking any action over block paving placed on a grass verge, as it is installed reasonably well and any member of public can park on it. It was recommended to contact the officer regarding the matter.
g. Hanging Baskets - It was recommended to place the six additional hanging baskets on lamp posts along Leicester Road.
h. CCTV review - A meeting has been arranged with a representative of ADT to discuss updating the CCTV and security system.
i. Tools and machinery–It was resolved to hire scaffolding, when required, instead of replacing it. j. Maintenance issues - The emergency light outside the garage, which was constantly lit, has now been sorted. It was reported that the bus shelter at The Bank is in a bad condition: this will be investigated. Work on the trees, at the back of the cemetery, has been delayed due to the surface condition. It was recommended to write to LCC
