  The Annual Meeting of Countesthorpe Parish Council was held on Thursday 11th May 2023 when there were present:
Councillors: V Armstrong, A Clifford,
M Gillespie, S Kinvig, K McGovern, P Mount, S Palmer, K Pearce, W Read, P Servadei,
J Thacker and S Turner.
Parish Council Manager: Miss J Leech Assistant Parish Council Manager: Miss E Frost Leicestershire County Councillor L Phillimore was in attendance.
There was one member of the public present.
It was resolved to elect Cllr M Gillespie as Chairman of the Parish Council. He signed the declaration of acceptance of office as Chairman.
It was resolved to elect Cllr M Smith as Vice Chairman.
APOLOGIES FOR ABSENCE, IF ANY Apologies were received from Cllrs S Burditt, C Ibbotson and M Smith.
CONFIRM ELIGIBILITY
That the Parish Council meets the eligibility criteria of the schedule to the parish councils (general power of competence) (prescribed conditions) order 2012 and is an eligible Parish Council for the purpose of completing any activity undertaken in the exercise of the general power of competence
It was resolved that the Parish Council meets the eligibility criteria and adopts the general power of competence.
COUNCILLOR VACANCY
A letter of interest from Mr B Storey had been received and circulated prior to the meeting. It was resolved to co-opt Mr B Storey and arrangements were made for him to sign the declaration of office.
TO ARRANGE DATES, TIMES AND VENUES FOR FUTURE MEETINGS
It was resolved that the Parish Council meeting would continue to take place on the second Thursday of each month at 7.30pm. The meetings would continue to be held in the library and clipboards would be purchased for the councillors to use throughout.
TO APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES
The following representatives were appointed to the following Working Parties:
Estates – Cllrs V Armstrong, S Burditt,
M Gillespie, C Ibbotson, S Kinvig, P Mount and J Thacker
Finance – Cllrs M Gillespie, P Mount, K Pearce, W Read, M Smith and S Turner. It was also resolved that Cllr P Servadei would attend the first
meeting of the Finance Working Party and that discussion would take place regarding the future dates and times of the meetings before
Cllr P Servadei is appointed.
Strategic Planning & Policy – Membership of the working party would be the chairmen of the other working parties and committees.
Community Engagement – It was resolved that the working party would be formed by the Parish Council as required.
The following representatives were appointed to the following Committees:
Planning – Cllrs V Armstrong, S Burditt,
A Clifford, S Kinvig, K McGovern and J Thacker
Village Hall Management – Cllrs M Gillespie,
P Mount, W Read, M Smith and J Thacker as well as Mr D Norris, Mrs P Gosling and Mrs J Hart
Library – Cllrs S Burditt, M Gillespie, K McGovern, P Mount and M Smith
Human Resources – Cllrs V Armstrong, M Gillespie and S Turner
Disciplinary/Appeals – A panel of three councillors, as selected by the Parish Manager, will sit on either committee as required
The following representatives were appointed to the following Outside Bodies:
Blaby Branch of the Local Association of Parish Councils – Cllrs A Clifford, K McGovern and
P Servadei
Police Liaison – Cllrs A Clifford and K McGovern
The following representatives were appointed to the following:
Footpath Warden – Cllr A Clifford as well as J Adcock
The Chairman and Vice Chairman of the Parish Council are ex-officio members on all Committees and Working Parties. The Committees and Working Parties were asked to review their terms of reference.
REPORTS AND QUESTIONS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
County Councillor L Phillimore reported that
he had arranged to meet with a Leicestershire County Council Highways engineer to discuss the positioning of the two additional posts for the vehicle activated speed signs.
District Cllr A Clifford reported on an incident which had occurred on Countesthorpe Country Park whereby a dog had been injured after picking up a fishing hook with its mouth. It was reported that there were no signs deterring those who are fishing at present, and it was resolved for the

Parish Council to write to Blaby District Council to advise them of the incident and ask for some deterrents to be put in place.
Cllr S Turner reported that dogs had been witnessed within the boundary of Leysland Play Area despite this not being permitted. District
Cllr A Clifford reported that a dog warden had visited the park a number of times however had not witnessed anything directly. It was resolved
to place an article in the next issue of The Herald regarding the issue as well as reviewing associated signage on all relevant open spaces.
POLICE MATTERS, INC. MONTHLY REPORT Cllr K McGovern provided an update on local police matters on behalf of PC Jodie Neal, including a report that a perpetrator involved in the recent spate of burglaries in the area had been caught and the case was now being processed through the legal system. It was agreed that

APPROVE AND SIGN THE MINUTES Minutes of the meeting held 11th May 2023 were circulated prior to the meeting. It was resolved to approve the minutes, which were signed by the Chairman as an accurate record.
APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES
It was noted that the Estates Working Party, Finance Working Party, Planning Committee, Library Committee and Village Hall Committee had reviewed their terms of reference which no changes proposed.
