The Meeting of Countesthorpe Parish Council was held on Thursday 9th May 2024 when there were present: Councillors: V Armstrong, P Cornforth, M Gillespie, S Kinvig, K McGovern, P Mount,
S Palmer, K Pearce, P Servadei, M Smith,
J Thacker, S Turner and W Read.
Parish Council Manager: Miss J Leech Assistant Parish Council Manager: Miss E Frost
Also present was Leicestershire County Councillor, L Phillimore
ELECTION OF CHAIRMAN AND SIGNING OF DECLARATION OF OFFICE
It was resolved to elect Cllr M Gillespie as Chairman of the Parish Council. He signed the declaration of acceptance of office as Chairman.
ELECTION OF VICE CHAIRMAN
It was resolved to elect Cllr M Smith as Vice Chairman.
APOLOGIES FOR ABSENCE
Apologies were received from Cllrs S Burditt, A Clifford and C Ibbotson.
TO APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES
The following representatives were appointed to the following Working Parties: Estates – Cllrs
V Armstrong, S Burditt, M Gillespie, C Ibbotson, S Kinvig, P Mount and J Thacker
Finance – Cllrs M Gillespie, P Mount, K Pearce, W Read, P Servadei, M Smith and S Turner
Community Engagement – It was resolved that the working party would be formed by the Parish Council as required
Net Zero – Cllrs A Clifford, M Gillespie, K Pearce, P Servadei and W Read
The following representatives were appointed to the following Committees: Planning – Cllrs V Armstrong, S Burditt, A Clifford, P Cornforth,
C Ibbotson, S Kinvig, K McGovern and J Thacker
Village Hall Management – Cllrs M Gillespie,
P Mount, W Read, M Smith and J Thacker as well as Mrs J Downs, Mr D Norris, Mrs P Gosling and Mrs J Hart
Library – Cllrs S Burditt, M Gillespie, K McGovern, P Mount and M Smith
Strategic Planning & Policy – Membership of the working party would be the chairmen of the other working parties and committees
Human Resources – Cllrs V Armstrong, M Gillespie and S Turner
Disciplinary/Appeals – A panel of three councillors, as selected by the Parish Manager, will sit on either committee as required
The following representatives were appointed to the following Outside Bodies: Blaby Branch of the Local Association of Parish Councils – Cllrs
A Clifford, K McGovern and P Servadei
Police Liaison – Cllrs A Clifford and K McGovern
The following representatives were appointed to the following: Footpath Warden – Cllr A Clifford as well as Mrs J Adcock
The Chairman and Vice Chairman of the Parish Council are ex-officio members on all Committees and Working Parties. The Committees and Working Parties were asked to review their terms of reference.
REPORTS FROM REPRESENTATIVES, COUNTY, DISTRICT AND PARISH COUNCILLORS
The Parish Council Manager, Miss J Leech, provided an update on behalf of Leicestershire County Councillor, L Phillimore, advising that
issues surrounding the works being undertaken by Cadent Gas had been ongoing, in particular
in the areas of Buckingham Road and Rosebank Road, however, it was hoped that these were now resolved.
POLICE MATTERS
Cllr K McGovern provided an update on local police matters and reminded Councillors that the next Neighbourhood Consultation would be held on 18th May 2024 at the Co-op between 1pm and 2pm. Additionally, links to the ‘confidence’ and ‘your views’ police surveys were distributed to Councillors, should they wish to complete them.
YOUTH WORK MATTERS
It was noted that the youth workers report on activities which had taken place during April 2024 had not been received.
Additionally, the meeting with the CEO of Young Leicestershire to review the current reporting system would be scheduled to take place before the next meeting of the Parish Council.
TO RECEIVE ANY CORRESPONDENCE
The latest issue of the RCC Impact Magazine had been received and distributed to all Councillors
Correspondence received, regarding Countesthorpe Parish Council’s potential S106 requirements, was discussed, with it being resolved to respond to Blaby District Council confidentially
To approve and adopt the risk assessment for the D-Day event It was resolved that the risk assessment for the D-Day event, taking place on the evening of 6th June 2024, be adopted.
REPORT THE ESTATES WORKING PARTY The report of the Estates Working Party meeting held 7th May 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To grant the request received from a resident, to place a memorial in the form of a vase, on two unmarked graves, ensuring that it could be removed easily in the future, if required
To proceed with purchasing additional Christmas lights to be installed at St Andrew’s Churchyard and to replace the fronting lights at the village hall. Also, to offer a contribution towards the electricity costs associated with the Christmas lights to St Andrew’s Church
For the Parish Council not to take ownership of the land between number 5 and 7 Skye Way, but to undertake the required remedial works, making the space manageable to be maintained on an ongoing basis. Additionally, for the second Fruit Tree to be removed by Beddows Tree Specialists, and to proceed with hiring a skip for the removal
of Debris.
To respond to a residents’ complaint regarding works which had been undertaken to a tree located on The Paddock, requesting a copy of their Title Deeds for ownership of the tree to be established
REPORTS PLANNING COMMITTEE
The reports of the Planning Committee meetings held 25th April 2024 and 9th May 2024 were received.
REPORT THE FINANCE WORKING PARTY The report of the Finance Working Party meeting held 8th May 2024 was received. It was resolved to approve the following recommendations and the report be adopted.
To purchase five plaques for planters
To recommend the various AGAR documents for adoption by the Parish Council for submission to the External Auditor
CAR PARKING – CONFIDENTIAL ITEM
The latest position of proposals regarding the Health Centre Car Park was discussed and would continue to be monitored.

To receive disclosures of interest and to consider any requests for dispensation Cllr M Smith declared a non-disclosable pecuniary interest in the Countesthorpe Herald.
TO APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES, AND DISCUSS TERMS OF REFERENCE FOR THE COMMITTEES AND WORKING PARTIES
It was resolved to adopt the Terms of Reference for the Estates Working Party, Finance Working Party, Library Committee, Net Zero Working Group and Planning Committee which had been reviewed.
