To hold a Christmas 2023 event on the evening of Friday 8th December, to encompass the following:
Residents travelling from various points within Countesthorpe to the centre in led groups whilst carol singing and with children carrying homemade lanterns
Switching on the Christmas tree lights at St Andrews Church
Brass band musicians to play music around the time that the lights are switched on
To offer refreshments in the form of mince pies and mulled wine/juice following the switching on of the lights within St Andrews Church or The Bridge
To invite representatives from various organisations to contribute in some way by coordinating their event with the above recommended event.
REPORTS FROM THE PLANNING COMMITTEE
The reports of the Planning Committee meetings held 29th June 2023 and 13th July 2023 were received.
MATTERS THE PARISH COUNCIL MANAGER MAY WISH TO RAISE FOR INFORMATION PURPOSES ONLY
It was reported that the mobile vehicle speed activation sign located on Willoughby Road had been installed.
It was noted that correspondence had been received from LRALC regarding a trial project to be run by Blaby District Council to support the aim to be carbon neutral by 2050. This would be circulated to Councillors to inform a response as to whether Countesthorpe Parish Council would like to express an interest in being part of the trial.
It was reported that additional information had been received by Blaby District Council regarding ongoing strike action and that, more information would be sought regarding the impact on both Countesthorpe Parish Council and its residents.
REPORT FINANCE WORKING PARTY
The report of the Finance Working Party meeting held 12th July 2023 was received. It was resolved to approve the following recommendations of the working party and the report be adopted.
To proceed with the remedial works required by RCD Electrical Services in order to fulfil the five yearly electrical testing and inspection.
For the Groundstaff to undertake a one week trial of a tractor in September and, as a consequence, to proceed with purchasing the associated insurance required for storing the tractor on our premises for that week.
As per the referral from the Community Engagement Working Party, to proceed with funding the Jubilee and Coronation framed photographs out of the Community Engagement Working Party budget. This was noted alongside the potential cost of a Christmas function.
To proceed with purchasing the relevant cleaning materials for the village hall floor to be cleaned by Countesthorpe Parish Council staff members in order to cause as little disruption as possible to hirers. Also, to include the ongoing maintenance in the 2024/25 budget.
To accept the quotation received by a roofing contractor to repair two sections of damaged guttering at the Village Hall. Also, to obtain a quote for a full gutter replacement as well as any associated works, to be included in the 2024/25 budget.
To include as a recommended budget item for 2024/25, the movement of the tapestries in the Village Hall as there may be potential costs involved.
To proceed with the recommendation of the Estates Working Party, to place the order with CDS for the creation of a revised Cemetery plan, within the period of three months from the date of issue of the quote, to avoid any potential increase in costs.
To purchase, for use at the cemetery, a trolley cart to make it easier to transport items required for day to day maintenance.
To agree, in principle, to the recommendation of the Estates Working Party to purchase a waste
bin to be located at the bottom of Willoughby Road Playing Field. However, to obtain additional information, prior to purchase, from Blaby District Council regarding their dual waste bins as well as the proposed location of the bin.
Grant aid: Countesthorpe U3A Group – Pickleball Equipment To award a grant of £200 to Countesthorpe U3A to be used for the purchase of Pickleball equipment.

The Meeting of Countesthorpe Parish Council was held on Thursday 10th August 2023 when there were present:
Councillors: M Gillespie, V Armstrong, S Burditt, A Clifford, C Ibbotson, S Kinvig, K McGovern,
S Palmer, P Mount, K Pearce, W Read,
P Servadei, M Smith and J Thacker.

Assistant Parish Council Manager: Miss E Frost Also in attendance was Blaby District Councillor, R Holdridge.
APOLOGIES FOR ABSENCE, IF ANY Apologies were received from Cllr S Turner and Leicestershire County Councillor, L Phillimore.
APPOINT REPRESENTATIVES TO COMMITTEES, WORKING PARTIES AND OUTSIDE BODIES
It was noted that the Strategic Planning & Policy Committee had reviewed their terms of reference with no changes proposed.
It was resolved to approve the dispensation request from Cllr C Ibbotson regarding the Planning Committee.
POLICE MATTERS, INCLUDING RECEIVING THE MONTHLY BEAT NEWSLETTER
It was noted that the monthly beat newsletter had not yet been received. Cllr K McGovern provided an update on local police matters including that, since a closure order had been obtained for an address on Wheatlands Drive, the level of local crime had significantly decreased.
YOUTH WORK MATTERS, INCLUDING RECEIVING THE MONTHLY REPORT
The Youth Workers report on activities which had taken place during July 2023 was received.
Cllr A Clifford reported that there was ongoing investigation and prioritisation of the current vaping issue, in particular, underage vaping, and that this was a focus of the youth workers also.
Cllr A Clifford also reported that investigations were underway with regards to running a centre- based session as the winter months approach.
It was resolved to invite the Youth Workers to a future meeting of the Parish Council.
